Cut taxes to get the rich investing in new private jobs. Raise government spending as a way to provide impetus to the private sector to provide goods and services to the government instead of idle workers and full warehouses. The one component missing is that you have to control the cash supply while you do this or inflation/deflation makes it pointless.
